  5. The Toll Rating System handles message toll rating for the U.S., Alaska,
  6. Hawaii, Canada, Mexico and the Carribbean points. The Rating System generates
  7. the 5 percent CMDS study samples. Overseas (OVS messages) are 100 percent
  8. sampled and forwarded to the OVS Settlements Center. Inwats, outwats,
  9. information, and pegged measured rate service messages are stored for monthly
  10. processing. Inwats and information data are reported on monthly settlements.
